AS MUDANÇAS NA POLÍTICA NACIONAL DA EDUCAÇÃO ESPECIAL NA PERSPECTIVA DA EDUCAÇÃO INCLUSIVA APARTIR DA DÉCADA DE 1990

Abstract

This article focuses on Special Education from the perspective of Inclusive Education. Special Education is a teaching and learning modality aimed at people with visual, hearing, physical, intellectual disabilities, spectrum, high abilities and giftedness, which provides and enables quality education in regular schools. The objective of this study is to analyze the changes in the national policy of special education with a perspective on inclusive education from the 1990s, 20th century. For this, the study was divided from three perspectives, the first being an understanding of national policies from the 1990s; an observation of the specific legislation that deals with the National Policy on Special Education and, finally, a search for understanding the perspectives of the national policy on special education from the perspective of inclusive education. To achieve the results, analyzes and observation of legal documents, technical standards or regulations, or the verification of resources such as books, reports, magazines, websites and also bibliographic research of authors who deal with public policies and their contributions to education, were carried out. such as CAIADO, GARCIA (2004); JOSLIN (2012); LAPLANE (2009); MANTOAN, MENDES (2006) and others. Thus, changes in national Special Education policies and their contributions to school inclusion occurred, especially from the 1990s, in legislation, referring to new decrees, making specialized educational care a partnership between specialized professionals and educator to check if there are barriers to learning in the special scope.
