Abstract: The present study aimed to describe how strategic planning is practiced in microenterprises within the retail sector of Santa Helena de Goiás, accounting the limitations related to the analysis, documentation, and monitoring of strategies, in order to support the development of a technological product for managerial assistance.The research adopted a qualitative approach of a descriptive nature, carried out through a multiple case study method involving microenterprises in the retail sector of Santa Helena de Goiás. Data were collected from a structured questionnaire and analyzed through descriptive and comparative procedures. The findings revealed that, although managers recognize the relevance of strategic planning, its application tends to be intuitive, fragmented, and weakly formalized. A partial use of SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats) was observed, whereas tools such as 5W2H (What, Why, Where, When, Who, How, and How much) and the Balanced Scorecard (BSC) were absent from everyday managerial practices. The lack of systematic records and performance indicators compromises the continuity of strategic actions and organizational learning. Based on these findings, a Minimum Viable Product (MVP) was developed using the Smoke Test approach, named IEM - Strategic Implementation in Microenterprises. It was conceived as a simplified digital solution aimed at integrating, formalizing, and monitoring strategic planning within microenterprises. This study addresses an empirical gap concerning strategic practices in retail microenterprises in the interior region of Goiás, a context still underexplored in the national literature, and proposes an accessible, empirically grounded technological solution. It is concluded that technological innovation, when aligned with organizational realities, can mediate the relationship between strategic knowledge and its effective application in microenterprises.

Abstract: Family farming plays an essential role in food supply and rural development in Goiás, even in the face of structural, productive, and market access challenges. Recent studies show that the sector is highly heterogeneous, with farms ranging from dairy production and horticulture to small-scale agro-processing. Although there are opportunities in local and institutional markets, many farmers are still unable to access these channels due to a lack of organization, information, and technical support. In this context, cooperatives emerge as fundamental mechanisms to strengthen commercialization, ensure access to public policies, and improve producers’ income. Cooper/Oziel, located in Baliza (GO), represents an example of this collective organization strategy. However, despite its social and economic relevance, the cooperative faces internal weaknesses related to the lack of an organizational structure, absence of formalized processes, unclear definition of roles, and difficulties in administrative and commercial management. These issues compromise operational efficiency, hinder communication, and weaken governance. Furthermore, there is no systematized mapping of the commercial value chain, nor performance indicators that would allow monitoring of results and support decision-making. In light of this, the present study aims to analyze the organizational structure and management processes of Cooper/Oziel, proposing a structured organizational management model oriented toward processes, governance, and technological support. This is an applied research study with a qualitative approach, developed through a case study, using semi-structured interviews, direct observation, and document analysis as data collection techniques, with triangulation of evidence. The results reveal significant gaps in the cooperative’s internal organization, especially regarding role definition, operational workflows, and managerial control mechanisms. Based on the diagnosis, it was possible to propose an organizational structuring model grounded in Business Process Management (BPM) principles, including process mapping, definition of responsibilities, and implementation of governance instruments. Additionally, a Technical-Technological Product (TTP) was developed in the form of a system prototype (MVP), aimed at supporting management, with functionalities related to financial organization, internal communication, and process control. As a contribution, the study presents a replicable model of organizational structuring applicable to family farming cooperatives, promoting improvements in management, increased operational efficiency, strengthened governance, and enhanced capacity to access institutional markets.

Abstract: This dissertation investigates how the application of Artificial Intelligence can support the assisted automation of administrative opinions in human resource management processes at the Federal Institute of Education, Science and Technology of Goiás, Brazil, considering the increasing demands for efficiency, analytical standardization, and institutional control. The research problem arises from the high cognitive workload associated with document analysis, normative interpretation, and technical opinion drafting, which directly affects the speed and consistency of administrative decision-making. The study was conducted through a Systematic Literature Review, structured in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA 2020) protocol, with methodological quality assessed using the Critical Appraisal Skills Programme and the Mixed Methods Appraisal Tool. A total of 2,015 records were identified across the Web of Science, Scopus, and SciELO databases, resulting in 36 studies included in the final sample after applying eligibility criteria. The findings indicate that the use of Artificial Intelligence in public administration has been associated with reduced processing time, assisted automation of document-intensive activities, and increased technical consistency in decision-making processes. However, these benefits do not derive solely from the technology itself, as they depend on institutional capacities, data governance, adequate technological infrastructure, and formal mechanisms of human oversight. Based on the analytical synthesis of literature, a conceptual model for the adoption of Artificial Intelligence in public administration was developed, structured around three interdependent dimensions: institutional and organizational capacity, technological infrastructure and data governance, and institutional control with mandatory human validation. Building on these findings, the study resulted in the development of the technical-technological product Aurora, designed as a decision-support system for administrative process analysis and opinion drafting in human resource management. The solution integrates automated document reading, structured information extraction, retrieval of normative references, and AI-assisted text generation, while preserving human responsibility for final decisions. The system was directly derived from the evidence identified in the literature, translating theoretical insights into an applied solution that operationalizes the technical and organizational requirements associated with the adoption of Artificial Intelligence in the public sector. It is concluded that the assisted automation of administrative opinions, when implemented as support technology and integrated with institutional validation mechanisms, can enhance administrative efficiency, strengthen the standardization of technical analyses, and foster innovation in public management without replacing human judgment. The study advances the field by articulating systematic evidence with an applied technological solution, offering guidelines for the responsible implementation of Artificial Intelligence-based systems in public institutions.
