Abstract: Innovation ecosystems are networks of interdependent actors whose articulation shapes the economic and technological development of a territory. Although the literature has advanced in understanding these networks, most studies focus on large urban centers, leaving gaps regarding the configuration of ecosystems in medium-sized cities in Brazil's interior with an agroindustrial vocation. Furthermore, there is no consolidated tool for operationalizing diagnostics based on the Six-Helix model, which distinguishes six groups of actors: institutional, knowledge, government, funding, innovation habitats, and business. In this context, this research aims to analyze the structure and interactions of the innovation ecosystem of Rio Verde (GO, Brazil) through the lens of the Six-Helix model and the Regional Innovation System (RIS), proposing strategic guidelines for regional development. The research is applied, exploratory-descriptive, with a quantitative approach. The methodological path comprises a systematic bibliometric review in the Scopus database, construction and validation of the research instrument through an adapted Delphi method with local specialists, development of a digital platform as a Technological Technical Product (PTT), data collection from 39 ecosystem actors, and systemic analysis of interactions. Results reveal an ecosystem with high collaborative disposition (95%) and significant institutional diversity, yet marked by a relational paradox: the complete absence of funding actors (0%), the concentration of 51% of innovative output in a single actor (CEAGRE), and a substantial gap between collaboration and effective innovation (54%) constitute systemic failures that limit the conversion of collaborative potential into value creation. The PTT developed, registered with INPI (Process No. BR512026001107-8), operates as a territorial intelligence tool for systematizing and visualizing ecosystem data. The research contributes by addressing three gaps: the lack of empirical studies on ecosystems in medium-sized Brazilian agroindustrial cities, the scarcity of integrated diagnostics across all six helices, and the absence of a dedicated technological tool for this purpose. The proposed strategic guidelines aim to support governance and decision-making in the territory, offering a replicable model for other municipalities.&#xD;

Abstract: The advancement of Industry 4.0 and the increasing complexity of the labor market have intensified the demand for professionals capable of integrating both technical and socio-emotional competencies. In this context, the development of soft skills is essential to foster adaptability, innovation, and collaborative performance among students in professional and technological education. This study analyzes the implementation of the soft skills methodology within the Capacitação 4.0 Program at the EMBRAPII Unit of the Federal Institute of Goiás (IFG), examining its contribution to participants’ training. A mixed-methods approach was adopted, including questionnaires and quantitative and qualitative analyses, such as descriptive statistics, content analysis, and reliability tests. The results indicate significant development in competencies such as communication, problem solving, creativity, and emotional intelligence, and highlight the effectiveness of active methodologies, gamification, and Problem-Based Learning (PBL) in promoting student engagement. Students also recognized the impact of soft skills on their employability, reinforcing the importance of educational practices aligned with the demands of Industry 4.0. The study presents recommendations to improve the program and proposes an educational product to strengthen socio-emotional competencies in virtual learning environments.

Abstract: Science and technology parks constitute strategic instruments for promoting innovation,&#xD;
interinstitutional cooperation, and regional development, playing a central role in the&#xD;
consolidation of innovation ecosystems. Within public teaching and research institutions,&#xD;
defining the legal model of these ventures represents a complex organizational decision,&#xD;
conditioned by regulatory frameworks that function as an institutional infrastructure. Situated&#xD;
in the field of Administration, with an emphasis on Public Administration, this study adopts&#xD;
the perspective of Law as a foundational element, engaging with New Institutional Economics&#xD;
to understand how different legal arrangements provide incentives, coordination mechanisms,&#xD;
and organizational capacities in the public sector. The research is guided by the following&#xD;
question: which legal-institutional model is most suitable for the implementation of a science&#xD;
and technology park within a Science and Technology Institution, specifically a Federal&#xD;
Institute? The objective is to analyze the legal models applicable to science and technology&#xD;
parks in Brazil. The study employs a qualitative, applied, and exploratory-descriptive&#xD;
approach, based on bibliographic and documentary analysis of the main regulatory&#xD;
frameworks governing Public Administration and the national policy on science, technology,&#xD;
and innovation. As a contribution, it identifies and comparatively systematizes the legal&#xD;
models applicable to science and technology parks within the context of the federal public&#xD;
administration, providing technical support for decision-making. The results indicate that the&#xD;
Brazilian legal system does not impose a single model, allowing the coexistence of public,&#xD;
private non-profit, and hybrid arrangements. Models with greater administrative autonomy&#xD;
and network-based governance tend to be more suitable for innovative environments,&#xD;
provided they are accompanied by appropriate control and accountability mechanisms. As a&#xD;
technical-technological product, a guiding technical report was developed as a tool to support&#xD;
strategic decision-making.

Abstract: The present study aimed to describe how strategic planning is practiced in microenterprises within the retail sector of Santa Helena de Goiás, accounting the limitations related to the analysis, documentation, and monitoring of strategies, in order to support the development of a technological product for managerial assistance.The research adopted a qualitative approach of a descriptive nature, carried out through a multiple case study method involving microenterprises in the retail sector of Santa Helena de Goiás. Data were collected from a structured questionnaire and analyzed through descriptive and comparative procedures. The findings revealed that, although managers recognize the relevance of strategic planning, its application tends to be intuitive, fragmented, and weakly formalized. A partial use of SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats) was observed, whereas tools such as 5W2H (What, Why, Where, When, Who, How, and How much) and the Balanced Scorecard (BSC) were absent from everyday managerial practices. The lack of systematic records and performance indicators compromises the continuity of strategic actions and organizational learning. Based on these findings, a Minimum Viable Product (MVP) was developed using the Smoke Test approach, named IEM - Strategic Implementation in Microenterprises. It was conceived as a simplified digital solution aimed at integrating, formalizing, and monitoring strategic planning within microenterprises. This study addresses an empirical gap concerning strategic practices in retail microenterprises in the interior region of Goiás, a context still underexplored in the national literature, and proposes an accessible, empirically grounded technological solution. It is concluded that technological innovation, when aligned with organizational realities, can mediate the relationship between strategic knowledge and its effective application in microenterprises.
